Delegacias de atendimento para mulheres: reimaginando o policiamento da violência de gênero no século XXI

Resumo

A criminalização da violência doméstica em países como a Austrália, EUA e Reino Unido foi vista como uma vitória por muitos, como o Estado assumindo a responsabilidade pela violência contra as mulheres. O problema era que seu policiamento era delegado a uma força policial masculinizada e mal equipada para responder a sobreviventes da violência de gênero. A América Latina tomou um rumo diferente, estabelecendo delegacias de polícia coordenadas por mulheres projetadas especificamente para atender a sobreviventes da violência de gênero. Nosso time de pesquisadores buscou nas delegacias coordenadas por mulheres e centradas nas vítimas que surgiram na Argentina nos anos 1980 para reimaginar o policiamento da violência de gênero no século XXI. Enfatizando uma abordagem preventiva sobre a punitiva, times multidisciplinares de policiais, assistentes sociais, psicólogas e advogadas oferecem às sobreviventes uma porta de entrada para uma rede de apoio, ao invés de apenas as lançarem no sistema de justiça criminal. Realizando questionários sobre violência de gênero com trabalhadores do setor e membros do público em geral, buscamos vislumbres sobre o potencial de adaptação dos protocolos dessas delegacias de polícia especializadas à Austrália. Sustentamos que, com agentes treinados de forma apropriada para trabalhar a partir de perspectivas sensíveis tanto de gênero quanto cultural, as delegacias coordenadas por mulheres e afeitas às vítimas poderiam se esquivar de algumas das consequências não intencionais da criminalização, pavimentando o caminho para a reimaginação do policiamento da violência de gênero. Com arcabouço teórico nas Criminologias do Sul, o projeto tem como objetivo revisitar as noções da hierarquia global do conhecimento, revertendo a noção de que a transferência de políticas só pode se dar de países do Norte Gobal para o Sul Global.
